Public Sector Management in Ghana: Lessons Drawn From the Australian Public Service

This book has two main aims. The first is to provide information about the ways in which government programmes are managed at all the four levels-national, regional, district and locally currently (2012) in Ghana. A book with that aim can serve as a text for courses at tertiary level where ever public administration or public sector management is taught. It can also serve those engaged in public sector in-service training programmes, both learners and instructors; public sector practitioners at all levels of the public sector hierarchy and investors who want to do business in Ghana either on their own or in partnership with the Ghana government particularly in the area of public-private-partnerships (PPP).The second aim is to focus on the management aspect of the public sector activity. Of course, there are other books which deal with the structure of government, with the public policy and with the public administration in its traditional form. In the present book there are many points at which books, publications, journals and internet articles taking other approaches are referred to and quoted.The book further provides insight into life (theoretically and practically) in the Ghanaian public sector, and its relations with its various sectors and departments, from the manager's  point of view, and to try to help the manager manage well. That is something which has increasingly been demanded of public sector employees as well as private sector or the corporate world in their capacities as people who do business with governments at every level and which have resulted in conspicuous changes- changes in the way things are done, the language used to describe what is done and in the attitudes with which tasks are approached. Such changes have often been controversial. They have not been easily accepted and they have been accomplished in varying degrees of success or failure-depending on where one is coming from or at which angle one is viewing things. This is a good time to bring together in book form a descriptive survey of what these changes are about, and what levels of success have been achieved, where, why and how.
