History says the Republic of China collapsed in 1949.
History was wrong.

By the winter of 1948, the outcome of the Chinese Civil War appears settled. Nationalist armies are retreating. Supply lines are failing. Across the Pacific, officials speak of the mainland's fall as a matter of months.

But six people are reading a different war.

A general refuses an order that would surrender defensible ground. A supply assessor discovers figures moving in the wrong direction for a defeated army. A political officer begins recording the widening distance between revolutionary promises and the conditions beneath them. A reporter follows the absences left by the official account. A security investigator finds a pattern no institution will acknowledge.

And in Taipei, Xu Meiling directs an unauthorised apparatus designed to place small, correct decisions where the Republic's official systems have failed.

None of them sees the whole design. None knows what the others have risked.

Together, their choices may alter the final offensive-and determine not only whether the Republic survives, but what survival will cost.

Some wars are changed by armies.
