Every major genocide of the twentieth century followed the same sequence. First, the government passed laws requiring the registration of privately owned firearms. Then it used those registration records to confiscate the weapons. Then it killed the people it had disarmed.

R.J. Rummel spent five decades counting what governments did to their own people in the twentieth century.
