Every major genocide of the twentieth century followed the same sequence. First, the government passed laws requiring the registration of privately owned firearms. Then it used those registration records to confiscate the weapons. Then it killed the people it had disarmed.

This is not a theory. It is the historical record.

In Ottoman Turkey, the Armenian population was disarmed in 1914. The genocide began in 1915. Between 600,000 and 1.5 million Armenians were dead before it ended. In Nazi Germany, the Weimar Republic's 1928 firearms registration law created the list the Nazi government inherited in 1933 and used to disarm the Jewish population before Kristallnacht and the Holocaust. In the Soviet Union, a disarmament decree issued in 1918 created the conditions under which the Ukrainian Holodomor killed between 3.5 and 7.5 million people and the Great Purge killed 750,000 more. In Cambodia, the Khmer Rouge confiscated weapons on the morning they arrived in April 1975 and spent the next four years killing approximately one quarter of the entire Cambodian population. In Rwanda, fifteen years of differential firearms licensing left the Tutsi population defenseless when the Interahamwe began the machete massacres that killed 800,000 people in 100 days. In China, the administrative disarmament of the 1950s created the conditions under which the Great Leap Forward famine killed between 30 and 45 million people.

R.J. Rummel spent five decades counting what governments did to their own people in the twentieth century. His research found that governments killed approximately 262 million of their own citizens - more than died in all the wars of that century combined. Every major case followed the same first step.

They came for the guns first.
