Las parroquias rurales en el Ecuador han sido las más subdesarrolladas, sin embargo, también han sido los sectores que más aportan a la economía del país. Pilahuín es una de las 18 parroquias más grandes y la más antigua de la provincia de la Tungurahua, con una población de 12.128 habitantes, estando conformada en su mayoría por indígenas kichwa-hablantes. Sin embargo, a pesar de su crecimiento poblacional, la condición de vida de los habitantes -en especial de las mujeres- no ha tenido una mejora en comparación con la de los del sector urbano. La falta de políticas que beneficien a los sectores rurales por parte de los gobiernos de turno, ha sido una de las causas principales para que la calidad de vida no tuviera su debido desarrollo en los ámbitos económico, social, político y cultural.
