Globalisation processes continues to evolve in the modern world. For 2017 a package of measures, as a part of international agreements between different states, is planned for implementation to address tax abuses. It is certain that such measures are important, as they contribute to fair taxation, reduction of tax evasion, money laundering and terrorist financing. The fundamental principle of measures to be implemented is a full and mutual openness of states parties, which have concluded international agreements in the area of tax and bank information exchange, to exchange information regarding organizations and foreign citizens. There are different opinions regarding this concept, in particular on the rights of an owner of assets (money in the account, real estate, shares, etc.). However in general the regulation should find balance between human rights and global state financial and legal interests. Human Rights Resource Center with the partnership of NGO Lawyers Club has developed recommendations for NGOs to minimize the risks of accountability for violation of the legislation.
